CITAG - Citizen Involved Technology Assisted Governance. Initiative by the Citizens of Bengaluru to leverage technology & contribute to solving civic issues, is a Bengaluru‑based society established by proactive citizens to enhance governance across sectors that influence urban and regional communities. Our members bring diverse expertise in technology, innovation, management, environmental and social sciences, public health, accountability frameworks, participatory governance, and stakeholder engagement.
We focus on developing technology‑driven solutions to address persistent civic and governance challenges. We believe in empowering citizens to collaborate with government bodies, leveraging collective expertise to overcome resource and capability constraints.

Initiative by the Citizens of Bengaluru to leverage technology & contribute to solving civic issues, is a Society duly incorporated under the Karnataka Societies Act, 1960. Membership is voluntary; applicants may choose either an annual subscription or 3 Year Membership or a one‑time lifetime membership. Governance is entrusted to a Management Committee (MC) of up to eleven elected representatives, supported by designated office‑bearers—namely, the President, Vice President, Secretary, Jt. Secretary Treasurer, and such others as deemed necessary.
In 2018, under the New World Social Innovation Fellowship, Major Manivannan, IAS, championed a blockchain‑enabled solution for Bangalore’s waste management challenges. This concept subsequently evolved into the founding vision of CITAG. Following CITAG’s formal registration in 2018, we partnered with BBMP to modernize the Sahaaya platform. Due to internal development delays at BBMP, we realigned our strategy and, in 2021, delivered a comprehensive proposal and technical specification to BBMP, recommending a pilot implementation via KEONICS.
Deploy a fully transparent, immutable grievance redressal mechanism for solid waste management leveraging blockchain technology.
CITAG is finalizing and will imminently submit an updated proposal and RFQ to KEONICS. KEONICS will oversee project execution, with CITAG providing program management and technical advisory support.
In May 2021, amid Karnataka’s critical second COVID‑19 wave, CITAG deployed a dedicated helpline to supplement the state portal by aggregating real‑time data on private hospital bed availability.
Our volunteer network, spanning 31 districts, systematically collected and cross‑verified information on beds, oxygen supplies, ambulance services, and essential logistics. Updates were maintained through an integrated portal and coordinated tele‑calling support.
Through hands‑on engagement, volunteers honed operational and data‑management capabilities, forming a resilient cadre of emerging civic leaders.
The helpline remains operational and automated, delivering up‑to‑date insights on hospital capacity, oxygen availability, vaccination centers, and ancillary healthcare services across Karnataka.
Dr. Bheem Rajesh, a prominent businessman and multi-organizational entrepreneur from Bangalore, has been re-elected as the President of CITAG. Known for his significant contributions and donations to various organizations, Dr. Rajesh will continue to lead CITAG in its mission to enhance governance through citizen-led, technology-assisted initiatives. His renewed leadership signals a continued commitment to community development and civic engagement.
CITAG is committed to cultivating principled, community‑focused leaders at the grassroots level. Our Leadership Incubator comprises two distinct pathways:
Participants will engage in hands‑on problem‑solving exercises and benefit from sessions with experienced NGO executives, elected officials, and senior administrative officers. Upon completion, graduates will possess the strategic and operational expertise necessary to drive effective citizen‑government collaboration.
